Yes, they mention this on their site:

I received a few key send payments this past week. I initially thought it was quite creative, but then yes - you are getting paid a few sats to read the spam 😂

it could became quite dangerous/annoying in the wrong hands. Is not just about receiveing spam sats but also getting more info about your wallet/node

we do not gain any info from sending these. Users could already send messages using LNURL to wallets that supported it.
