Two different things: each country has its own leagues, then there are continental contests. You cannot play in the continental contests if you have not performed really well in your local league the previous year. Best teams play at the same time in both national and continental.
Yes! Then each country has its own top major league. Every year, worst teams are relegated to the lower league and some others from that one get promoted. In Spain, the bottom 3 teams at the end of the year in La Liga are relegated to second division. Top 3 teams from the second division are promoted to La Liga.
I know it's different from American sports where there is not relegations or promotions.
I am not sure whether we have same concept with regards to what a minor league is. Premier League is the top national league in Europe , and I would dare to say in the world. German Bundesliga, Spanish La Liga and Italian Serie A follow the English, with Ligue One following close. You can watch most of the top players there
I would consider middle leagues in Europe Dutch Eredivisie and Portuguese Primeira Liga. Then minor leagues in Belgium, Austria, Greece, Poland, ....

Well, I would not consider them minor team after being three times Premier League winner, 2 UEFA Cups and 1 FA Cup. It's true that their best days were a few years ago though still a historic English team with big support in Yorkshire.
