Difference in price could be caused by transaction costs. Imagine being able to transfer for free via Wallet of Satoshi or costly permissionless…
I would probably cash out small portion of the stack. If it isn’t feasible then rather keep everything in real bitcoin.
Lightning doesn’t scale in terms of user count. It’s necessary for regular payments, but as of now there can’t be more than 20mil self-custody users. (Assuming 1 transaction per month)

I would like to share similar experience. There is a club in Czechia (Bitclub) where you can pay with bitcoin of course. But when you pay in fiat the club owner writes this amount on a blackboard and next customer can withdraw that in bitcoin (1 CZK ~ 120 sats). If he rejects the amount is still increasing with every new fiat purchase until some nocoiner collects it.

I don’t understand the use case. What is the smallest realistic fee? Maybe 200 sats. So why would you need to distinguish decimal if each move costs more than 200 units?
This is actually interesting part. You are giving LNURL. So if the receiver lost it, funds remain in your wallet. He has to actively claim it from you.
